The exact opening date of Gyeseong Pureunnuri Training Center is difficult to establish from currently available official public sources. A Catholic Times article dated July 7, 2002, however, introduced retreat facilities in the Chuncheon area and reported that Gyeseong Pureunnuri was already being operated by the Sisters of St. Paul of Chartres, accepting retreats on weekdays and weekends and at that time being used mainly for individual retreats. It can therefore be verified that the center was in operation by at least the summer of 2002.

The congregation's current official guidance shows that the center's range of use has become broader than in the 2002 record. It is no longer limited to quiet individual retreats but is also used for formation, camps, and group retreats for children, adults, and parish communities, showing a diversification of its training and retreat functions over time.
