The Catholic Encyclopedia of Korea records that Father Herbert, the second pastor of Hwanggan Parish, worked to develop the mission stations and began construction projects for Sangchon, Maegok, and Cheondeok mission stations in June 1964. The work was completed in November 1966. This is the clearest verified milestone showing how the worship space of Cheondeok Mission Station was developed during the expansion of rural mission work by Hwanggan Parish in the 1960s.
Cheondeok has continued as a mission station under Hwanggan Parish. The Catholic Directory in Korea still identifies it as belonging to Hwanggan Parish, and the official Diocese of Cheongju mission-station list continues to record its present location in Maegok-myeon. Cheondeok Mission Station therefore preserves a tangible legacy of the rural pastoral network developed by Hwanggan Parish to serve Catholics across the broad eastern Yeongdong area.
