The establishment of Ujeong Parish was connected with the Diocese of Busan's effort to divide and reorganize parishes as the urban area of Ulsan expanded rapidly after industrialization. The Korean Catholic Encyclopedia's history of the former Ulsan Parish records that, as the city's population and Catholic community grew, Wolpyeong, Jeonha, Yeompo, and then Ujeong were successively separated from it. A new local parish had become necessary because the older parish alone could no longer adequately serve the enlarged urban area.

The Catholic Times reported the groundbreaking for the new Ujeong church in August 1982. Construction was supervised by the existing Ulsan Parish, and the article stated that the new church, intended to serve areas including Gyodong, Seongnam-dong, Ujeong-dong, Yugok, and Taehwa, was expected to be raised to parish status the following February. This shows a community preparing an independent pastoral base by developing the church building and parish structure at nearly the same time.

The official Catholic Directory in Korea records February 17, 1983, as the formal establishment date of Ujeong Parish. Ujeong thus took its place as a local parish created from an older community in response to the pastoral needs of central Ulsan and has continued as a parish of the Boksan District. The near-simultaneous construction of the church and establishment of the parish illustrates how the diocese created new pastoral centers in response to Ulsan's rapid urban growth. The groundbreaking report also described a planned site of about 570 pyeong and a total floor area of roughly 300 pyeong, noting that Ujeong would be the fifth Catholic church then being established within the city of Ulsan. This record shows that the creation of the parish was not merely an administrative division but a concrete diocesan pastoral project that prepared both a church and a defined local territory to serve a rapidly growing urban population.
